1913 was a key year in narcotics prohibition. It saw hemp criminalized in California (see here, surprise, surprise it only became popular to actually smoke the stuff after the ban). Similarly 1912 and 1913 were the years that saw the US federal government first get involved, not only in the ‘war on drugs’ at home, but abroad, through the US initiated push for an international ban on opiates. And at least according to this source, this all seems to have been closely related to the then recent US conquest of the Philippines and a counter reaction to protests and boycotts of American goods by Chinese merchants protesting the mistreatment of Chinese in America.
Not to leave boozers out of the fun, also in November 1913 the Anti-Saloon League of America first publicly appealed for a prohibition amendment.
Maybe we should get Dr Who to go back in time and delete the whole year!
