Berkeley High risked losing $10 million in federal funding, and possibly faced legal action, if it did not change its policy regarding military recruitment.

Does this mean that most high schools basically get bribed into turning themselves into military recruitment centers by the federal government?

The actual link to the SF Chronicle article is this one: http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2007/06/12/BAGFJQDKCM1.DTL&hw=military&sn=007&sc=316
