It implies prior knowledge which could mean they sat back and waited for it to happen. There may be no evidence to prove this, but then again there is no evidence to disprove it either. Of course, the Bush administration could end such nasty conspiracy theories by ending the cover-up and accepting accountability for their inaction and lies about 9/11.
